Tomko to do the plumbing on the new Columbus Clippers baseball stadium. The contractor met the requirements set forth in 2002 and was the lowest most responsible contractor. In 2002, the commissioners passed a Responsible Contracting Policy. Paula Brooks cast the dissenting vote against the lowest most responsible contractor. Commissioner Paula Brooks choose to vote against this resolution, which was strongly opposed by the Associated Builders & Contractors. They are an anti-union contracting advocacy group that is opposed to prevailing wage laws, paying the median wage, in Ohio and have aggressively lobbied to make Ohio a right to work for less state.
